Stuart Sessions is the President of Environomics. He has nearly 40 years of experience in supervising and performing analyses of environmental, energy, health and safety and natural resources issues. He has consulted in these areas for more than two decades, and has been a senior U.S. government official responsible for managing analyses of policy and regulatory issues in these areas.

Among his accomplishments, Mr. Sessions has:

  • Successfully won and then co-managed two large, multi-contractor, multi-year "mission" contracts to provide economic analysis services to the U.S. Environmental Protection Agency (EPA).
  • Performed analytical work, developed regulatory comments and supported advocacy by leading industry groups for many economically significant air quality and air pollution control regulations in the past fifteen years.
  • Supervised and developed large portions of the Economic Analyses for five major EPA water program regulations.
  • Provided lead support in economic analysis to all of the major industry groups affected by the Occupational Safety and Health Administration's (OSHA's) two most recent economically significant worker exposure standards, for crystalline silica and hexavalent chromium.
  • Performed analyses on a wide range of energy issues for Federal, State and local governments, companies, and trade associations. Some topics have included: residential and commercial energy efficiency, environmental regulations affecting energy facilities, alternative energy sources, permitting for energy infrastructure, greenhouse gas emissions.
  • Been one of the individuals most responsible for developing and applying a rigorous yet practical technique for setting environmental priorities known as "comparative risk analysis". Mr. Sessions developed much of the methodology and applied this technique in nearly a dozen projects at the Federal level in the U.S., in States and several U.S. cities; and then in five demonstration projects throughout the developing world.
  • Taught economics, statistics and applied policy analysis at the graduate level in the U.S., and internationally. For the U.S. EPA developed and presented international training courses in environmental economics and in economic incentives.
  • Testified twice as an expert before Congress and also multiple times in administrative and judicial proceedings on environmental and occupational health issues. Co-authored a chapter in Resources for the Future's study on "Economic Analyses at EPA", and published a variety of other papers and studies.
  • Commendations for outstanding performance have been received at all career stages, including testimonials from consulting clients, silver and bronze medals from EPA, OMB Professional Achievement Award, and academic fellowships and awards.

1985 - 1991 Vice President, Sobotka & Co. Directed analytical consulting projects for government clients on environmental, energy and natural resource policy issues.

1983 - 1985 Acting Director, Regulatory Policy Division, U.S. EPA. Reviewed all potential EPA regulations affecting air, water and wastes; directed policy studies; conducted program evaluations; analyzed policy alternatives.

1982 - 1985 Chief, Water Economics Branch, U.S. EPA. Directed economic analyses of water pollution programs, regulations and legislation.

1980 - 1982 Chief, Industrial Analysis Branch, U.S. EPA, and Chief, Energy Facilities Branch, U.S. EPA. Analyzed the financial effect of EPA regulations on major plants, industries and communities and on the economy as a whole. Accelerated permitting for energy facilities.

1979 - 1980 Special Assistant, the White House. Developed and sought enactment of proposed energy legislation.

1975 - 1979 Staff Analyst, U.S. Office of Management and Budget. Reviewed and evaluated budget, policy and regulatory issues for natural resource and park programs of the U.S. Department of the Interior.

1974 - 1975 Instructor: applied statistics, econometrics and policy analysis, Kennedy School of Government, Harvard University.
